Who writes these things?    Anyway....
A mad doctor (naturally) has developed a process by which he can, over a period of time, take a normal size man and turn him into a incredible hulk type muscular being (also done in the movie Little Abner with Kick-a-Poo juice and musical numbers to boot). 

At first, our doctor kidnaps cops and Marines to get subjects to work on.  Then the military steals the process and starts turning men into monstrous fighting machines (this was actually planned for a sequel starring the late Scott Klein of SWAT in Training).

Expanded version includes deleted scenes and bloopers.

Two Marines (DIs) are ask to participate in mental and physical endurance tests, and combat tests to qualify for what they think is a Special Combat Team.
